Are you sure that you do not regenerated loadkeys.analyze.{c,h} ?

I using following test:

./loadkeys -u /lib/kbd/keymaps/i386/qwerty/bg_bds-utf8.map.gz
dumpkeys > keymap-old.map
dumpkeys | ../loadkeys -u
dumpkeys > keymap-new.map
cmp keymap-old.map keymap-new.map &&
   echo 'FILES ARE SAME' || echo "DIFF"

I have the following result:

Loading /lib/kbd/keymaps/i386/qwerty/bg_bds-utf8.map.gz
Loading <stdin>
FILES ARE SAME
