[kbd] Fix charsets handling in the loadkeys

Hello!

Oleg Bulatov has fixed charsets handling. There must be a better fix for
bug which is found Michal Soltys. Also it should fix the problem with
deadkeys.

Can you test it and confirm the fix ?
