[Lvfs-announce] Requiring fwupd >= 1.4.x?

Hi all,

I'm thinking of disabling LVFS/fwupd updates for #fwupd versions <
1.4.5 to be able to delete quite a lot of compatibility complexity on
the LVFS. At the moment we support every fwupd client supported since
1.1.0 which was released on 11th July 2018.

The only distros this would affect are:

* Debian Buster (went EOL over a year ago)
* RHEL-7 (EOL, and EUS is not available for fwupd).
* SUSE SLE 15 SP2 (EUS ends next year, but they're okay rebasing to a
newer fwupd version)
* Ubuntu 18.04 LTS (now out of standard support, but in EUS with Ubuntu Pro)

Looking at the stats on the LVFS, very few people (as in less than
10/day) are using the first three, but a few thousand per day are
still using Ubuntu 18.04 to update firmware.

As a reminder, the only branches that are getting security fixes and
semi-regular releases are 1.7.x, 1.8.x and 1.9.x -- and so using 1.2.x
(on 18.04 LTS) is not at all supported by upstream fwupd. That said, I
don't want to upset any vendors that have customers paying for Ubuntu
Pro and expecting firmware updates to work, or if there are any OEMs
using 18.04 LTS for validation.
