[PATCH 4/4] gpu: nova-core: add ChannelIdPool

Add `ChannelIdPool` which adds automatic tracking and releasing of
channel IDs on top of `IdPool`. This is necessary for apportioning
ranges of channel IDs to be used in e.g. vGPU.
