Sorry, not sure how to help, if CHIPSEC and Flashrom can't read it.

Is there info in the chipsec_util SPIDESC command's output that might be
useful in diagnosing?

The closed-source freeware tools RWeverything (Windows,
http://rweverything.com/) or RU.EFI (DOS or EFI, http://ruexe.blogspot.tw/
) may help create images. Latest macOS has eficheck tool that supposedly
dumps ROM. BusPirate or DediProg hardware may also help on some systems.
