[neard][PATCH] build: fix missing pkglibdir substitute in neard.pc

The pkglibdir is used by neard.pc.in (so by autoconf) however the
automake defines it, not autoconf.  Add early definition of pkglibdir so
substitute in neard.pc.in will work correctly.
