[Powertop] PowerTop Basics

Hi ,
           Could you please let me know if there is any SAS document available for PowerTop to understand the features it supports. From the sharepoint : https://opensource.intel.com/projects/powertop i came to know that it monitors CPU c and P states , device and software activity. Also I am new to the Android environment so it will be helpful if there is a detailed procedure on how to preload Android and install powertop.
