[Powertop] SAS document for Powertop 2.5

Hi,
     Does anyone has the SAS document for the powertop tool? Currently I am going through the implementation details and it will be helpful to have the spec to understand the design. Also few other queries which I came across:
- how powertop retrieves the C state counters?
- how to use the tuning option? In the GUI there is a separate tab for this and I can see GOOD and BAD values associated with every entry. How to interpret this information?
