[Printing-architecture] Something Bad Just Happened to CUPS

I have an old install of Raspbian that has always worked for me. Recently I
changed the printer. It was working fine then in the web GUI, I changed the
printer name and then disabled "allow printing from Internet"

then suddenly I could not open CUPS pages (over LAN)

So I went to the Web Browser on the Raspberry Pi (localhost) and the pages
loaded. "Allow Remote administration" was somehow unchecked, but previously
had been checked. I checked it and clicked save.

Now I can not access cups from anywhere, not even from localhost. Its just
GONE
