Sorry, I see what was confusing.

(Prerequisite: Dynamic EPP is enabled)

Expected: The frequency of the CPU cores is boosted under load (to max. ~4.9 GHz
for a single-core load). This also means that booting the system takes a certain
amount of time like this:
systemd[1]: Startup finished in 15.260s (firmware) + 1.516s (loader) + 3.289s (kernel) + 9.922s (initrd) + 3.708s (userspace) = 33.697s.

Incorrect: The frequency of the CPU cores is stuck at ~1.7 GHz under load, unless
I change the power profile to "power-saver" exactly *once* (usually via KDE GUI),
i.e. changing the profile after that doesn't make the CPU cores stuck at ~1.7 GHz again.
This also means that booting takes longer:
systemd[1]: Startup finished in 15.283s (firmware) + 4.082s (loader) + 3.306s (kernel) + 13.891s (initrd) + 8.420s (userspace) = 44.985s.
(During the boot process I have to enter my password for the full-disk encryption,
and the password verification takes much longer than the usual 2 seconds.)
