[SPDK] bdev-nvme Open Channel support

Just wanted to send out a notice that we are removing the Open Channel support from the bdev/nvme module in the SPDK 21.10 release.  Open Channel has not moved forward as a specification, there are no publicly available Open Channel SSDs, and the only testing vehicle has been a heavily modified fork of an ancient QEMU.  Removing this support will help accelerate development of other features in the bdev/nvme module.



Note: the Open Channel APIs in the nvme driver itself will remain in the SPDK 21.10 release.  This code may be removed in the future, but not in the 21.10 release.
