[SPDK] Preparation for the v23.05 release

Hello everyone,

The merge window for the v23.05 release will be closed on 17th of May. Plea=
se make sure that all patches that you believe should be included in the re=
lease are merged to the master branch by this date. You can tag your patche=
s with a 23.05 hashtag on Gerrit to mark them as needed for the release.

The current set of tagged patches that need to be reviewed can be found her=

On 17th of May a new branch called v23.05.x will be created which will act =
as a release candidate. Then, by 31st of May, a formal release will take pl=
ace tagging the last patch on that branch as SPDK 23.05. Between the releas=
e candidate and the formal release only critical fixes will be backported t=
o the v23.01.x branch. Regular development can continue without disruptions=
 on the master branch.
