[PATCH RESEND 08/14] tegra: pmc: Cleanup headers

No gd users, so remove DECLARE_GLOBAL_DATA_PTR and the including of
"asm/global_data.h". And include "asm/arch-tegra/tegra.h" to avoid
build error.
