[Buildroot] [PATCH 0/2] package/passt: dependency fixes and version bump

Hello all,

This series has a few small improvements for passt.

Patch 1/2 resolves some unexpressed dependencies that preexist this
version bump. Passt doesn't currently support uclibc, and it's tracked
as an upstream issue.

Patch 2/2 bumps passt to version 2026_07_28.
