[PATCH 2/3] drm/amdgpu: Add NBIO 7.11.5 support

Add a new NBIO IP block driver for NBIO 7.11.5 and wire it into the IP discovery table so that the correct nbio and hdp flush register callbacks are selected for IP_VERSION(7, 11, 5).
