[PATCH] drm/amdkfd: kfd_ioctl.h: fix most kernel-doc warnings

Make corrections to kernel-doc comments:
- use the struct keyword when describing structs
- use the enum keyword when describing enums
- insert colons (':') as needed in struct member descriptions
- add missing short descriptions
- convert some comments to kernel-doc format
