Not without a bigger change. Consider write_only followed by
!write_only, the tail != desc_tail immediately mismatches.

We'd have to add 3 states:

- Normal (check)
- Defer flush (no check)
- Issue flush (no check)

Not sure if it is worth the complexity, but change add if this if you
want.
