Instead of saving and restoring the ACS controls, pci_restore_state() calls pci_enable_acs(). If we did not cache the ACS controls established by the previous kernel in pci_liveupdate_init_acs() (during pci_acs_init()), and then the device later goes through pci_restore_state() (e.g. reset) then the device will get whatever ACS controls _this_ kernel decides it should have, which may not match what the previous kernel established. Since ACS controls affect things link IOMMU groups, I don't think it's safe to change them.
