Controller Data Queue (CDQ) creation and deletion executed for the migratable controller id defined in mc_id. When an eventfd file descriptor is passed in tpt_fd, the AEN tail pointer trigger event is routed as an eventfd signal. When tpt_fd is <= 0, the routing is turned off.
