[ANNOUNCE] nvme-cli 3.0 release candicate cycles has started

The nvme-cli 3.0 release candidate cycle started last Monday. But there
were still a few larger changes since then. But now I think we reached
the point where things can finally calm down for the upcoming 3.0. I
plan to release end of August.

FWIW, I'm also sending out soon some more patches for blktests, so it
works nicely with nvme-cli 2.x and 3.x. 

If you happen to find a time to test or review it, it would be highly
appreciated.
