I think there is no need to tie usage of sample_pc itself to precise_ip as the sample_pc obtained from shpmspc is more precise than epc. But yes, we need to tie the setting of PERF_RECORD_MISC_EXACT_IP flag to precise_ip == 3 and ssplcofi extension being available.
