b4 review series version upgrade flow awkwardness

Hi,

When a series has been paused waiting for a new version the flow for
upgrading is a bit awkward.  When looking at the series in the UI you
can see that a new version is not available but the action for upgrading
is not available - you need to bring the series back into reviewing
before that's available.  I'd expect to be able to do an upgrade and
return to reviewing in one step.

It also doesn't seem like the new version causes the series to be
highlighted in the main series list, or provides a list of upgradable
serieses.
