b4 review issue with upgrading partially applied series

Hi,

If I cherry pick one patch from a series then find an issue with that
and back it out I find I can't move to a newer version of the series.
The series stays marked as "partial" and attempting to upgrade to a new
version says "Series must be checked out or new to upgrade", I need to
apply then revert the other patches to unstick the state machine.
