Jody,

I am very sorry, but in parallel to my latest EMU86 delivery (that is
still correct), I made two unwanted changes in bcc/declare.c and
bcc/Makefile, from a previous try that I forget to clean, that cause
regressions in ELKS build.

Could you please revert that changes in only these two BCC files ?
