Secure not working

I have a RHEL4 Update 4 system running as a 32 bit system It logs login,
logoffs, etc in the /var/log/secure file. I have just set up a RHEL
Update 4 system  as a 64 bit system. The /avr log secure file apparently
is not working. What writes to this file? Is it a configuration item I
missed or is something broken.
