[PATCH v3 2/7] Bluetooth: btintel: Remove redundant (hdr->plen > 0) in btintel_recv_event()

Drop the check since:
- it is already implied by the existing (skb->len > HCI_EVENT_HDR_SIZE)
- hdr->plen is then not used by the function at all
