Thanks for the review.
Good catch. `cxl_switch_decoder_init()` is shared by root and switch decoders,
so the `< 1` check didn't belong there.

For v3 I dropped that change and moved the zero-target reject into the switch
decoder path in `init_hdm_decoder()`, alongside the other `target_count` checks.
The original `CXL_DECODER_MAX_INTERLEAVE` bound is unchanged.
