Thanks for the review.

I will remove the obsolete GPL boilerplate and retain only the SPDX
identifier and copyright notice.

I also understand the broader concern about exposing
implementation-defined controls through a userspace ABI. I will hold v2
until the arm64 maintainers provide direction rather than continuing to
refine an interface they may not accept. If the preferred direction is a
different abstraction—or no userspace interface—I will rework or withdraw
the RFC accordingly.
