Add multi-slice encoding support with MAX_MB and MAX_BYTES modes. Clients can enable slice mode using V4L2_CID_MPEG_VIDEO_MULTI_SLICE_MODE control and configure slice size via V4L2_CID_MPEG_VIDEO_MULTI_SLICE_MAX_MB or V4L2_CID_MPEG_VIDEO_MULTI_SLICE_MAX_BYTES controls.
