header files missing

I have a 2.6.18 kernel running on an intel machine. I have gcc 4.1.2 installed on this . There is no header files like stdio.h on this machine, so i could not compile any program. Where and which should i download for all the C developement header files ?. i dont apt-get or yum running , i would like to download and install ) -Ratheesh
