pudp_set_access_flags() is not used when CONFIG_HAVE_ARCH_TRANSPARENT_HUGEPAGE_PUD is disabled. Therefore, define pudp_set_access_flags() only when CONFIG_HAVE_ARCH_TRANSPARENT_HUGEPAGE_PUD is enabled.
