[PATCH v3 for-next 18/24] RDMA/hfi2: Add RC protocol support

Add the Reliable Connected (RC) transport protocol implementation.
Also update verbs.c to rename driver_f callback fields to use the
hfi2_ prefix, matching the updated rdmavt driver_f struct field names.
