[PATCH 5/7] tuna: Simplify GUI to monitoring-only functionality

Hide the obsolete Profile management and Profile editing tabs. These
tabs provided sysctl tuning which is better handled by tuned. The GUI
now focuses on its core value: monitoring threads, IRQs, and CPU usage.

Also fix runtime issues and remove outdated translations:
- Disable IBUS to avoid ownership warnings
- Force English locale and remove outdated po/ translation files
- Translation files can be regenerated when GUI is redesigned
