[PATCH 1/5] tuna: Remove obsolete ChangeLog file

The ChangeLog file has not been updated since February 2013 (v0.10.4),
making it obsolete and potentially misleading. With 58 commits since
v0.20 alone, maintaining a separate ChangeLog is impractical.

Users can view the complete commit history with git log, which provides
more accurate and detailed information about changes.
