[PATCH v6 2/3] Documentation: ABI: document DEVICE_ENUMERATION_FAILURE uevent

Document the DEVICE_ENUMERATION_FAILURE environment variable emitted
in KOBJ_CHANGE uevents when device enumeration fails.
