[PATCH 09/16] accel/tcg: Use RUN_ON_CPU_NULL for tcg_commit() callbacks

tcg_commit_cpu() does not consume the thread-local parameter.
Replace RUN_ON_CPU_HOST_PTR(cpuas) with RUN_ON_CPU_NULL when
scheduling the function to avoid any confusion.
