As mentioned in commit de680286b52 ("accel/tcg: Make
cpu_exec_interrupt hook mandatory"):

 > Tricore doesn't currently implement the architectural

Add a comment to help understanding why this SysemuCPUOps
has_work() handler is simply always returning %true.
