Re: [oe] [meta-oe][PATCH] boot-time-analysis-tools: add boot time profiling tools

This depends on python3-systemd which comes from meta-python and meta-oe
does not depend on meta-python, so it. fails layers dependency check.
Please move this recipe under meta-oe/dynamic-layers/meta-python
