[meta-python][PATCH 2/5] python3-pytest-examples: Add recipe

Add a recipe for pytest-examples, Pytest plugin for testing examples
in docstrings and markdown files. Release v0.0.18:

- Adapts tests to pytest 8.3.4
- Increases triple quote search
