[meta-oe][PATCH 3/3] ramspeed-smp: Upgrade LICENSE syntax

Upgrade LICENSE syntax. Fixes:

WARNING: ramspeed-smp: LICENSE is using an old syntax and should be
upgraded to: "LicenseRef-Alasir"
