[meta-oe][PATCH 2/3] ramspeed: Upgrade LICENSE syntax

Upgrade LICENSE syntax. Fixes:

WARNING: ramspeed: LICENSE is using an old syntax and should be
upgraded to: "LicenseRef-Alasir"
