[PATCH 3/6] configs: layerscape qds: enable OF_LIBFDT_OVERLAY

The QorIQ Development System (QDS) boards are highly reconfigurable, and
it is desirable to be able to run 'fdt apply' from environment scripts
to apply various DTB overlays.
