I suspect it won't be pretty, but I can have a go at moving KVM_[GS]ET_CLOCK_GUEST to the end. I guess in a similar vein we'd want to move KVM_VCPU_TSC_SCALE to the end too. Some of the selftests will have to move too, as they do use those features.
