[PATCH] dev-manual: clarify use of "PACKAGE_ARCH" in a packagegroup

Warn the developer that if they want to set "PACKAGE_ARCH" in a
packagegroup file, that setting must precede the "inherit
packagegroup" line in the packagegroup recipe file.
