[PATCH] dev-manual: update bmaptool section, refer to "bmaptool" package

Update the section on "bmaptool" to use the newer "bmaptool" package name rather than the older "bmap-tools" name (which still exists but is simply a transitional package). Signed-off-by: Robert P.
