[meta-ti][master][PATCH] libclc: Import from removed oe-core recipe

A recent change in oe-core [1] has removed the libclc recipe, but our
mesa-pvr recipes all depend on this recipe.  Import the final version of
the libclc recipe until we no longer need it.
