I prefer RFC as well considering our world has more than enough acronyms
and this is an easily understood one.

An RFC proposes something, people interested in it move off to a working
group list where they banter it about for a while, polish it off and
submit it to the perl6-all or announce or librarian where it can be sent
up for further polish or sent back down to the working group for more
work.  Once past the whole and the PM/librarian it becomes 'official'.
