I think it's the job of the WG chair the RFC is ultimately presented to to 
notice apathy. I'm tempted to say that general apathy dooms an RFC as well, 
though the big WG chair certainly has the option to say yes for the tepid 
suggestions. (Barring a Larry veto, of course)
