    I think you're on the right track.  It's best if we don't attempt to
hypothesize about the correct number of mailing lists, but it's important
that we decide what the relationship is between those mailing lists and
the Project Manager.  The `proper' number of lists at any given time will
depend primarily on the Project Manager's workload.
