Re: List for Perl 6 syntax? (Re: What about many many mailing lists?)

I have gathered that there are to be multiple lists,
which may (or may not, depending) come and go, like 
particle pairs in the quantum flux; and also that 
requests for comment should be posted to the appropriate
list, in the appropriate format.

Now, can anyone say with any kind of certainty
a) how and where the creation of new lists will be announced; and
b) what the format of the RFC is, even if only in draft version
?
